DEPARTMENT: Educational Services



SCHEDULE: Full-time Regular; 40 hours/week; Days Shift; Monday through Friday.



EDUCATION: Bachelors degree in behavioral sciences or education. Masters degree preferred.



LICENSURE/CERTIFICATION: Current California RN license required.



POSITION SUMMARY:



Directs employee education and training policies and programs for multiple facilities in a specific

area or for a specific functional area across Northern California. Plans, develops and implements

programs to effectively assess and meet the training needs of employees.



QUALIFICATIONS:



Substantial (usually 7+ years) of progressive training and development experience. Extensive

knowledge of training and development practices. Leadership, team building, coaching skills.

In-depth understanding of adult learning theory and research, planning, development and evaluation.

Effective communication and presentation skills. Excellent interpersonal and problem resolution

skills. Proficient with PC applications. Must be able to work in a Labor/Management Partnership

environment.



DUTIES:



Develops strategic, short range and long range plans to deliver programs that will effectively meet

the needs of employees. Develops training goals and objectives and directs the planning,

development, implementation, promotion and delivery of education and training programs which include

the selection and development of training methods and resources, class curriculum content and

schedules, and the implementation of evaluation methods to measure the effectiveness of training

programs.



Partners with Health Plan and Hospitals leaders to assess and prioritize the educational needs of

medical facilities in assigned areas and/or functional areas. . Leads the assessment of competency

skills required of the organization in alignment with the KP Promise and the Labor Management

Partnership.



Acts as training and education advisor to leaders of the assigned area. Directs the coaching and

consultative services to supervisors and managers to help identify, analyze and solve performance

problems and determine training needs.



Evaluates and reviews education and training proposals to prioritize educational needs and cost

effectiveness.



Solicits external resources for educational programs. Develops methods in monitoring and evaluating

the quality and effectiveness of programs performed by external resources.



Leads ongoing research of current issues related to training services, learning theories and

principles, and state of the art training and development tools for the effective delivery of

training programs.



Serves as liaison between TPMG, Health Plan and Hospitals leaders to promote and encourage employee

participation in training programs available.



May present, lead, or facilitate management workshops on such topics as accountability, conflict

resolution, cultural change concepts and strategy, etc.



Responsible for the hiring, termination, training and performance evaluation of staff.



Establishes departmental goals and objectives. Manages departmental operations budget.



Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of

Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the

organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable

federal, state and local laws and regulations, accreditation and licenser requirements (if

applicable), and Kaiser Permanente's policies and procedures.
