Senior Human Resource Systems Analyst
$6,641 - $8,153 / per month, 37.5 hour work week

The Position






The City of Oakland is currently recruiting to fill one Senior Human Resource Systems Analyst vacancy in the Finance and Management Agency Treasury Division. Under direction from the Treasury Manager, the Human Resource Systems Analyst develops, tests, and documents new procedures, enhancements and modifications to support the operation and maintenance of the human resource information systems (payroll/personnel application): defines complex and difficult problems, analyzes, designs and generates and tests solutions, assists and trains departmental personnel in the operation of the payroll/personnel system; and performs related duties as assigned. This position routinely requires work in the evenings and sometimes during weekends.





The Duties

















- Consult with Human Resources information systems analysts and department users to identify necessary changes to existing systems


- Research complex and difficult Human Resource information systems problems and needs, and generate solutions which may include systems modifications, enhancements or new procedures


- Develop and design specifications for a system modifications, and communicate them to programmers


- Design and conduct systems tests of new procedures, modifications and enhancements


- Conduct comprehensive research on and interpretation of computer system technical processes and capabilities


- Consult technical writers to coordinate production of documentation for system users which describes and explains new systems enhancements, procedures or modifications: review current documentation for accuracy


- Provide training to users in the operation of the system and the systems modifications and enhancements


- Develop and test new systems modules


- Produce complex and special reports


- Review changes in legislation, labor contracts, regulatory requirements and personnel policies in order to anticipate and define new system requirements


- Assign and direct the work of lower level professional, technical and clerical staff


- Investigate and resolve system functional errors





The Minimum Requirements





Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.





Education: Bachelors degree in computer science, business administration, or a closely related field.





Experience: Three years of progressively responsible experience as a systems analyst including at least two years involving a payroll/personnel application.


Additional Qualifications: Bilingual skills in Spanish, Cantonese, Mandarin and Vietnamese are desirable.





The Qualifications














Knowledge of: principles and techniques of systems and procedures analysis and design; large computer hardware and software systems, including report writer software (such as Discoverer and TOAD-query software); principles and techniques for work planning, scheduling, and reporting; automated payroll/personnel systems (such as Oracle HR/Payroll); system test methods and procedures; and investigative and analytical procedures.





Ability to: communicate effectively orally and in written; analyze operational and systems problem and produce effective solutions; prepare systems design specifications; research and identify processing needs and changes; organize work, set priorities and meet critical deadlines; work some nights and weekends; interpret and apply complex technical instructions and specifications; establish and maintain effective working relationships with staff, managers, employees, labor representatives, employees of other agencies and the general public.
