Systems Programmer III

The Position
The City of Oakland's Information Technology Division of the Finance and Management Agency, is currently recruiting to fill one Systems Programmer III vacancy. The Systems Programmer III installs and maintains computer operating systems and related software; analyzes systems software; finds solutions to hardware and software problems; designs and writes new programs; maintains security system; designs and tests connections between different computer systems; provides technical advice and training; and recommends new software and hardware.
The Duties
- Implement programs and systems to establish and maintain a three tier network computing architecture, to include application servers, database servers, directory services, authentication/authorization models, and Unix and Linux operating systems.
- Analyze or direct the analysis of current systems software, proposes modifications, and evaluate new software for its impact on systems problems, standards, and procedures
- Install computer operating systems; test software systems to insure proper functioning; assist users to solve operating problems
- Design, code, and test special software required by the City; create or implement off-the-self application tools for system users; write customized user interface programs for Web Portal database applications; create web pages
- Maintain and document operating systems and related software; monitor the effects of software on system performance; adjust factors to improve performance
- Determine causes of and devises solutions for computer software malfunctions; react to emergency situations in a professional manner
- Design, install, and test connections between computer systems with different operating systems and applications software; determines objectives of computer connections
- Configure systems to talk to each other; run programs to test connections; establish connections with computers in other departments, agencies, and the internet
- Consult with vendors on the latest trends in the computer industry; performs cost/benefit analyses for various configurations of software
- Make recommendations to department management regarding the purchase of software and hardware; assist in the selection, evaluation, and testing of new computer hardware and software
- Provide technical advice and training to operations personnel and application users; prepare reports and coordinate City departmental staff activities with Finance and Management Agency's Information Technology department
The Minimum Requirements
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education: A Bachelor's degree from an accredited college or university in computer science, engineering, statistics or related field.
Experience: Four years of information technology experience, including two years in systems programming. Two years of Linux operating system experience highly desirable.
Other Requirements: The successful completion of a comprehensive background investigation is required prior to appointment.
Additional Qualifications: Bilingual skills in Spanish, Cantonese, Mandarin and Vietnamese are desirable.
The Qualifications
Knowledge of: high level computer programming languages, such as, PERL, JAVA/J2EE, or UNIX scripting; principles and practices of data processing using mid-range computers; developments and techniques in software systems design; performance management and capacity planning; English syntax and language mechanics; and principles of training and communications.
Ability to: analyze problems and take corrective action in a professional manner; develop standards for the operation of system hardware and software; work independently and set priorities; coordinate functions and activities between departments and the Office of Information Technology; utilize effective oral and written communications skills; and establish and maintain effective work relationships with those contacted in the performance of required duties.
