EXPERIENCE, SKILLS, EDUCATION ETC:
Minimum 10 years of experience in Mid-Sr. level management. Property & Casualty experience a plus. Demonstrated ability to influence and drive agenda's across an enterprise. Strong analysis and critical thinking skills. Demonstrated ability to work the matrix organizations, drive change, and build strong business relationships are key skills required. Understanding of CMMi, PMBOK and other industry standard process frameworks is a plus. Strong skills in project management and experience with application development/maintenance. Bachelors and Graduate level degrees a plus.
WHAT ARE THE RESPONSIBILITIES OF THE POSITION?
The primary objectives of the Director - Portfolio Management Office (PMO) position are to establish and enforce process rigor, infuse project management competencies, create an environment of continuous process improvement, enforce rigor around the discretionary spend in maintenance budget, and play a key relationship role with business partner and delivery partners of the 150+ person Information Management (IM) technology organization.
Accountabilities of the PMO Director include the following:
o establishing/enforcing process rigor, specifically the Project Management competency
o point of entry into Information Management (IM) for Delivery Model initiatives; responsible for guiding and tracking process adoption
o ensuring the adoption of ITG in IM
o defining and rolling out a process for institutionalizing best practices across projects
o establishing process for resource management across IM and partner with resource managers in optimizing resource utilization
o defining and implementing consistent operational reporting (for invest projects and application maintenance)
o reviewing quality of deliverables and monitor adherence to Governance processes; facilitate effective business partner interaction related to IT project governance and oversight
o defining and implementing plans for training and development of project managers in IM organization
o responsible for special initiatives that will focus on improving the efficiency or effectiveness of IM organization
o ensuring rigor around financial management and working with controller organization
The Portfolio Manager will have significant influence on operating plan development, business partner communication and coordinated program management of IM departmental wide initiatives, as well as IM wide policy development as it pertains to application development and skills/competency development.
IM project management resources will work as a part of the PMO. The Portfolio Manager will define a consistent project management methodology for IM projects and will be responsible for developing the required proficiencies in the IM project management staff consistent with the direction of the eB&T Transformation Office and needs of the IM project portfolio.
The PMO will interact closely with the eB&T Transformation office to ensure IM is both in compliance with enterprise wide transformation initiatives as well as ensuring that IM issues are considered as enterprise wide direction is set. The PMO will be responsible assessing adherence to eB&T governance requirements and for providing guidance and coaching to the IM organization related to governance and project management activities.
SCOPE INFORMATION:
15+ reports with budget oversight of over $2+ million.
JOB DUTIES/ACCOUNTABILITIES:
1. 10% of time: Operational Reporting / Analysis - Define and implement consistent operational reporting for all IM initiatives, monthly project scorecard and weekly project status reporting. Includes analysis of utilization and skill set supply/demand for in-sourced, out-sourced and co-soured initiatives.
2. 50% of time: Project Management - Establish guidelines and methodologies for IM project managers. Responsible for tracking the health of projects in IM and proactively working with PMs to ensure successful delivery.
3. 15% of time: Resource Management - Define Resource Management function to ensure PMs are appropriately assigned and forecast availability/demand. Develop function to support resource management across all shared services.
4. 25% of time: Leadership- Provide leadership and direction to team members responsible for driving change within IM Applications. Influence IM leadership to ensure the transformation agenda continues to move forward.
