Job Description

Bachelor's degree or the equivalent is required. Some related contracts / subcontracts coursework is preferred. Professional certifications: NCMA and/or college level certifications are preferred. In addition, a minimum of 7 years of directly related experience is required. A minimum of 11 years related experience is preferred. ·Negotiates cost and price based proposals within the business goals, responds to audits, and documents the substance of discussions, agreements and results ·Acts as the primary interface with customer / subcontractor in fact-finding, audits, and formal contract/subcontract negotiations ·Assures compliance with applicable federal regulations ·Solicits and receives cost or pricing data required for disclosure to the customer in accordance with applicable federal regulations including Truth In Negotiation Act ·Reviews, verifies proper documentation, and may execute Certificate of Cost or Pricing Data ·Reviews contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance ·Acts as a focal point with the Law, Finance, and other departments for resolution of problems regarding contract requirements ·Focal point for all contractual communications and commitments Maintains liaison with customer/ DCMA/DCAA on proposal, contractual, and audit issues ·Represents Contract / Subcontract Management on program and RFP teams ·Manages contract change process and works with Program management, Engineering, Finance and other disciplines to mitigate performance risk ·Assists with the development of subcontract statements of work and flow-down of mandatory or otherwise necessary/prudent from a business and contract perspective ·Reviews and provides input to internal work authorizations ·Drafts and negotiates contractual instruments ·Advises and supports business team on issues / developments relative to assigned contracts ·Monitors program performance for scope changes and takes appropriate action ·Builds customer relationships and knows customer needs and issues ·Conducts research to support audits as necessary ·Reviews contract status reports for reasonableness ·Ensures signature authorities in accordance with policy ·Has Subcontract procurement authority

Must be able to travel 20% of the time. Applicant must be capable of obtaining a US Security Clearance. Applicant must be a US Citizen. ·Sound working knowledge of procurement law/regulations, legal concepts ·Sound working knowledge of policies/procedures as related to contract administration ·Prudent judgment and creativity ·Excellent analytical, written, communication and presentation skills ·Ability to identify and assist in management and control of contract changes ·Ability to draft routine contractual instruments ·Ability to develop negotiation strategies for and negotiate contracts and subcontracts ·Working knowledge of Intellectual Property issues ·May require supervisory skills ·Computer skills ·Integrity and discretion when handling classified and company proprietary information
