Summary



Develops regional standards and operational processes for regional RF team. Must have solid understanding of frequency planning issues: C/I, frequency hopping, MAIO/HSN planning, BSIC planning, AMR and EDGE technologies. Manages AFP (automated frequency planning) tool. Act as regional point of contact with BSS infrastructure vendors and pursue remedies/enhancements accordingly. Serves as corporate interface to ensure continuity and consistent communication between Field Service Center, regional engineering, and market engineering teams. Evaluate and advocate new RF component products (antennas, LNAs, etc) and coordinate lab testing with the FSC . Interference analysis and development of action plans for network improvement. Develop and review long term spectral efficiency plans and support of Field Service Center review of budgeting process. Oversee markets for acceptance, implementation and review of frequency planning requirements. Support the roaming needs of the markets, acting as a liaison between the FSC Roaming group and the Market teams. Oversee the Regional 3 year build plan, working with the markets to produce updates on the regional 3 year build plan. Works with FSC and Market teams to manage and run the RankMaster 5000 tool on a regular basis, to maintain up to date rankings for new build sites. Is responsible for the Regional accuracy of the ASSET planning tool, and works with the market and FSC on an as needed basis to model tune to meet the required accuracy. Is responsible for the UMTS design, planning and role out within the region, and will have the UMTS planning and Design team reporting in to the position.

Requirements:


Solid Experience in GSM network performance and good understanding to evolving technologies for future GSM networks. Knowledge of UMTS network planning and design principles is an advantage. Understanding of radio and signaling interfaces and associated equipment. Solid working knowledge of Ericsson, Nortel, and Nokia BSS platforms. Ability to manage large-scale projects and comfortable working in dynamic environment. Strong project management expertise. Understanding and experience with Site Development process. Travel up to 40% required. Proficient use in Map Info and database management/programming preferred. BSEE required MSEE preferred. 7+ years demonstrated success in leading RF teams with specific GSM.expertise. Excellent interpersonal, written and oral communications required. Detail oriented, and self- starter crucial to the roll.
